The University of Applied Sciences in Güstrow occupies a special position in the academic landscape of Mecklenburg-Vorpommern. In 1991 it was founded as an academic school for public administration and since then has belonged to the business division of the Ministry of the Interior of Mecklenburg-Vorpommern. Special regulations that deviate from the state academic laws are incorporated in the state ordinance of 9th January 2006 pertaining to this university.
The University is divided into four sections: General Administration, Administration of Justice, Police Administration and Tax Administration. General Administration is comprised of the Institute for Community and State Administration as well as the Institute for Administrative Development and Modernisation. The police section includes Police Administration as well as the Police Academy for Training and Development. Only special fields belong to the other two sections, the Administration of Justice and Tax Administration. Furthermore, the State Academy for Fire and Catastrophe Protection is also assigned to the university.
The University’s objective is to prepare students, who during their training programmes are already aspiring employment under public law, for a professional field of activities in public service and to provide them with the special knowledge, skills and methods necessary for public service. A prerequisite for studying at the university in Güstrow is, among others, the Fachhochschulereife (examination allowing students to enter universities of applied science) or another equivalent secondary educational examination. Furthermore, anyone can study who has been accepted as a candidate for promotion according to the respective career regulations and who needs to be educated for this in one of the above courses of study.
The University’s offer comprises four courses of study. They provide the opportunity for a career in the clerical service of general community and state administration, in the clerical legal service in courts and the public prosecution service, in clerical police enforcement service in the state police system of Mecklenburg-Vorpommern as well as in the state tax administration service. The University can arrange and test courses also for students who are not employed as aspirants for service under public law. Currently more than 350 students will be granted their degrees after successful completion of their studies.
Within the framework of its educational obligations the university also conducts application oriented research and development tasks and provides scientific service. Results of this scientific work are published regularly.
The building hosting the University today was erected between 1937 and 1942 as a teacher training college and has been expanded several times since then. On the campus, comprising a total area of 130,000 m², there is, among others, the State School for Tax and Finance Administration and the educational Institution for the Enforcement of Justice, a students’ canteen with a cafeteria, a bookshop, a doctor’s office and several sport facilities.
Presently, the University cooperates closely with universities in Poland and Ukraine. For instance, amongst others, regular student and teacher exchange programmes as well as joint seminars and educational events take place in all three countries.
